The Queensbay Mall in Penang is the biggest mall with a number of shopping outlets all under one roof. While shopping in Penang do remember that unless specified, bargaining is not a strict no – no. You can make your purchases at reasonably good prices. Where bargaining is forbidden, you are not supposed to keep haggling with the prices.
